Upon application, prior to the expiration of an operating permit, the City Council or designee shall renew any operating permit or cause a new operating permit to be issued for the ensuing year, in the absence of any contrary evidence and finding of the City Council or designee regarding the operating permit holder’s fulfillment of the eligibility criteria in § 116.025 and his or her ability to comply with the provisions of this chapter.
