Vacancies of city members occurring for reasons other than expiration of terms shall be filled by appointment of the City Council for the period of the unexpired term. Vacancies of extraterritorial members occurring for reasons other than expiration of terms shall be filled by appointment of the Board of County Commissioners having jurisdiction over the extraterritorial area represented.
