By letter filed with the City Clerk, the City Manager may designate, subject to the approval of the governing body, a qualified person to exercise the powers and perform the duties of City Manager during the City Manager’s temporary absence or disability. During this absence or disability, the governing body may revoke that designation at any time and appoint another to serve until the City Manager returns or the City Manager’s disability ceases.
