It shall be unlawful for any person to have on his or her premises materials that would create a littered condition such as dilapidated furniture, appliances, machinery, equipment, building material, automobile parts, tires or any other items which are in a wholly or partially rusted, wrecked, junked, dismantled or inoperative condition, which are not completely enclosed within a building or dwelling. This shall not apply to junk and salvage yards in compliance with the city’s zoning ordinance.
