The owner, agent, tenant, occupant or leasee of all residential, commercial, industrial, institutional or governmental establishments shall be responsible for compliance with this chapter. OWNER, AGENT, OCCUPANT, TENANT or LESSEE, as used in the section, shall mean anyone owning or occupying a dwelling, building or premises for seven or more consecutive days and who is, thus, also responsible for correcting the violation.
