It shall be unlawful to any person to interfere, harass or otherwise impede any city inspector, employee or agent carrying out official duties, when acting within the scope of official duties, or when the inspector, employee or agent has authority to conduct an investigation under the authority of a lawfully issued administrative search warrant and when carrying out the enforcement provisions of this subchapter after a notice of violation has been issued and the time for compliance has expired.
