The administration of the provisions of this subchapter shall be the responsibility of the Department of Public Works. It shall be the duty of the Sanitation Division or other public officials to enforce all the provisions of this subchapter and to make any and all inspections necessary to determine whether or not the provisions of this chapter are being met.
