Perpetual care shall include ordinary and reasonable care of the cemetery as a whole and of the several burial lots therein, including the care of shrubbery, trees, flowers and the like, but does not include the furnishing and planting of shrubbery, trees, flowers and the like, on the several burial lots, except such as the city may wish to furnish and plant to carry out the cemetery landscape plans.
