The governing body may alter or amend this chapter insofar as the general government and administration of the cemetery is concerned; but may not change the division and arrangement of the cemetery into burial lots, driveways, paths, reserved spaces for ornamental planting, parks; or other purposes; nor materially alter or amend any restriction or condition under which any lot is sold or to be sold as provided in this chapter; nor shall it sell or dispose of any lot or space within the cemetery, except the numbered lots (not including Lot No. 4317 in Section No. 4, this being reserved for memorial site or other public purpose) as shown on the map; nor sell any lot, except by form or deed; purchasers of burial lots therein being guaranteed that this cemetery shall be developed and forever maintained as a cemetery in accordance with the provisions of this chapter.
