It shall be the duty and right of the governing body from time to time to lay out and alter the avenues and walks, and to make the rules and regulations for the government of the grounds of the cemetery as it may deem requisite and proper, and not inconsistent with this chapter, and calculated to secure and promote the general object of the cemetery.
