Subject to the orders of the City Manager or designee, the cemetery shall be under the direct control and management of a Superintendent appointed by the City Manager, who shall have absolute charge of the cemetery, and who is authorized to enforce the rules, to maintain order, to supervise all workers, visitors and drivers, to expel from the grounds any persons guilty of indecent conduct or those who violate the applicable provisions of this chapter and the cemetery rules, and to refuse admission to any persons or materials when deemed necessary; and to employ persons as may be required to carry out the provisions hereof.
