A special meeting of the governing body may be called by the Mayor, or by a majority of the members, to meet at a time and place as may be specified, and each member of the governing body shall be duly notified of the meeting and its objective. No other business shall be transacted at the meeting except that for which it was called unless by unanimous consent.
