No alterations shall be made to the natural shoreline of the reservoir such as filling, grading, lagooning, dredging or constructing a retaining wall unless it is the opinion of the Moss Lake Commission that the water of the reservoir is responsible for serious erosion of the bank and unless a special use permit is authorized by the Moss Lake Commission for specific alterations.
