Special events such as water carnivals, boat regattas, music festivals, dramatic presentations or other special recreation programs are prohibited unless a permit therefor has been issued by the City Council. The public shall not be charged any fee by the sponsor of the event unless the City Council has approved in writing the proposed schedule of fees as part of its permit issuance procedure.
