§ 92.24 HUNTING, FISHING, TRAPPING AND WILDLIFE.
   (A)   Hunting and trapping are prohibited on the Moss Lake area.
   (B)   Fishing shall be allowed on Moss Lake in accordance with the rules and regulations of the State Wildlife Resources Commission and the city.
   (C)   Where feasible, fishing shall be permitted from private piers.
   (D)   Bank fishing is allowed in designated areas.
   (E)   Unlawful feeding of waterfowl.
      (1)   The feeding of migratory and non-migratory waterfowl is hereby prohibited on city property surrounding Moss Lake, City Lake and Davidson Lake.
      (2)   No person shall create or foster any condition, or allow any condition to exist or continue, that results in the congregation or congestion of domestic or migratory waterfowl in residential areas on property owned by the city.
      (3)   For the purpose of this division:
         (a)   MIGRATORY AND NON-MIGRATORY WATERFOWL shall be those species defined by the North Carolina Wildlife Department as any and all waterfowl in the Anatidae family, including native, non-native and domestic ducks and geese, and any crossbreeds or hybrids of these birds;
         (b)   FEED shall mean to give, place, expose, deposit or scatter any edible material; and
         (c)   PROPERTY OWNED BY THE CITY shall mean property within the limits of the control strip.
      (4)   No violation should be deemed to occur unless signs giving notice of the prohibition set forth in this division are posted in a conspicuous location surrounding the area, and a law enforcement officer has provided a prior warning that continued feeding of wildlife will result in a violation of this division.
