§ 31.02 MAYOR; AUTHORITY; APPOINTMENTS; DUTIES.
   (A)   Voting authority. When there is an equal division of the governing body upon any question, the Mayor may vote to break the tie, but shall have no vote under any other circumstances.

   (B)   Appointment of committees; reports of committee; compensation of members. The Mayor may, from time to time, upon instruction from the governing body, and as might be necessary for the orderly carrying out of business for the city, appoint committees as are either ordered by the governing body or as deemed appropriate by the Mayor. All reports of committees shall be reduced to writing and shall be filed with the designated person for the purpose of receipt of the same. Committee members shall receive compensation for extra and special service as the governing body may designate.

   (C)   Executive duties generally. It shall be the duty of the Mayor to:
      (1)   Be informed as to the city’s business;
      (2)   Preside over the meetings of the governing body;
      (3)   Appoint committees and outline their duties and powers as the governing body may direct;
      (4)   Make recommendations as deemed necessary or expedient to the governing body;
      (5)   Appear on behalf of the city at public occasions; and
      (6)   Perform other duties as may be required of by the provisions of this code, ordinances or resolutions of the governing body.

   (D)   Pro tem. At the first meeting after the election, the governing body shall select one of its body to act as Mayor pro tempore for the duration of the term, who shall, in the absence of the Mayor, perform all the duties of the Mayor and shall be compensated for services as prescribed by the governing body.
