The following policies and procedures are established for the recreation program to ensure and provide enjoyable recreation programs.
(A) All athletic leagues and special athletic programs utilizing city-owned facilities must be approved and sanctioned by the Director.
(B) All league schedules, field assignments and use of facilities are the responsibility of the Director.
(C) Special tournaments (local, district, state and national competition) must be approved in conjunction with the Director and the Superintendent of Parks and Recreation.
(D) Special tournaments and functions not directed by the city are subject to the adopted fee structure for use of recreational facilities. All fees shall be paid to the city.
(E) Youth leagues sponsored or approved by the city must provide accident insurance prior to practice and league competition. Insurance shall be purchased by league fee, player fee or sponsor fee, whichever the league chooses.
(F) A copy of the insurance coverage will be presented to the athletic director for all youth programs not conducted by the city.
(G) Adult teams and leagues are responsible for their own accident insurance.
(H) Neither the city, nor the employees of the city, will be held responsible for any damage to personal property, stolen or lost items.
(I) League rules (adult and youth) must provide for spectator and team policies pertaining to individual and team disciplinary procedures for violations of league rules, city ordinances along with city policies.
(J) Programs conducted by the city have priority over all programs utilizing city facilities.

(K) The Parks and Recreation Advisory Commission is hereby authorized to establish reasonable rules and regulations concerning the operation of the walking track at Jake Early Memorial Park. The rules and regulations shall be conspicuously posted on the walking track property; and refusal to obey the rules and regulations shall result in expulsion from the park, and further enforcement of this division (K) shall be under provisions of § 10.99.
