All work done and performed under the provisions of this subchapter shall be subject to the inspection of the Director or assistants. The work shall be done in accordance with specifications to be furnished by the Director, and shall not be considered as completed, nor shall the permittee be released from liability to restore the street or sidewalk to the condition in which it was before the work or excavation was commenced, until its final condition is approved by the Director and the City Manager.
