(A) Where either concrete curb and gutter or concrete sidewalk or pavement is adjacent to a proposed drive, concrete shall be the only material used for any new driveway connection.
(B) Asphalt or stone will be permitted on a dirt or asphalt street when no concrete is adjacent.
