(A) Owners or developers of property one acre or more in size shall submit for approval a soil erosion and sedimentation control plan meeting the regulations of the state. The city will review and approve the plan and forward it for review and approval by the state.
(B) Owners or developers of property one acre or more in size, or containing two or more lots, shall submit plans and specifications for the construction of a drainage system capable of handling the storm water runoff from a ten-year storm, with no increase in the release rate and not causing erosion or other damage to the downstream drainage ditches and facilities. The plans and specifications shall be certified by a registered engineer licensed in the state. The owners or developers must install at their cost the improvements required by the plans and specifications, with all necessary easements, rights-of-way and drainage system improvements dedicated to the city at no cost. After acceptance of the dedication, the city shall be responsible for maintenance of the accepted drainage system.
