(A) (1) All streets shall have concrete curb and gutter rainfall runoff, in conformance with requirements of the subdivision ordinance.
(2) However, if a variance is granted under § 91 of the subdivision ordinance, all ditches and shoulders shall conform to the specifications of the city.
(B) (1) Any person wishing to enclose a ditch inside the street right-of-way or extend the pipe that exists in the right-of-way shall first contact the Public Works Director or engineer designated by the city.
(2) This work is to be done at the property owner’s expense and is to include material, labor, equipment and design, unless it has become a budgeted priority under § 90.083.
