Unless necessitated by exceptional topography and subject to the approval of the Public Works Director, street grades shall not be more than 7% on major and minor thoroughfares and shall not exceed more than 9% on local and marginal access streets, and within the bubble of cul-de-sacs a maximum of 3%. No intersection should have more than a 4% vertical grade within 50 feet of the intersection.
