Concrete curb and gutter and drainage facilities may be placed on any street upon a valid petition being received and approved by the City Council, pursuant to G.S. Ch. 160A, Art. 10. The total cost of the curb and gutter and drainage facilities, including design, construction and inspection, shall be borne 50% by the city and 50% by the benefitted property owners. If curb and gutter facilities were not included in new subdivisions, due to the granting of a variance or exception, property owners shall pay 100% for any petitioned curb, gutter and drainage work.
