No person shall obstruct or in any way interfere with any gutter, ditch, catch basin or other portion of any drainage system maintained by the city. All persons placing or using any bridge or passway over any gutter or drain on any street shall keep the bridge or passway from obstructing the gutter or drain on the street. The City Manager shall have the right to remove any bridge or passway while any work is being done on the streets.
