(A) It shall be unlawful for any person to spill or cause to be spilled from any vehicle any crushed rock, earth, concrete, sand, asphalt or other similar material that might damage the surface of the permanently paved streets of the city.
(B) It shall be the duty of the person hauling the material to provide tight vehicles and not to load to an extent that they will spill.
(C) The spilled material will be removed immediately by the perpetrator or the material will be removed by the city and billed to the perpetrator.
