(A) No person shall close or cause to be closed for traffic or any other purpose any street, except on permission of the City Manager, and then only when taking precautions as to safeguard the public, as may be directed by the city authorities.
(B) (1) The City Manager or his or her designee may declare a temporary road closure for streets within local authority during the days and times in which city sponsored events are being held.
(2) City staff shall notify the residents and businesses within the confines of the street closings two weeks before the event of those city streets which will be closed to traffic for the event.
(3) Signs shall be erected giving notice of the limits and times of the event or festival, and implementation of adequate traffic control shall be available to guide through vehicles around the festival area.
