§ 90.024 UNLOADING OF MERCHANDISE.
   No person shall unload boxes or packages of goods, wares and merchandise on any sidewalk in the city; provided, however, that, if any person has no back door or cellar through which he or she can unload his or her goods, merchandise and the like, then he or she shall be allowed to load and unload in the street in front of his or her place of business, and convey his or her boxes, packages and the like across the sidewalk to or from his or her store or place of business; provided that, the time and location are approved by the Chief of Police.
