No person shall ride, lead or drive or cause to be ridden, led or driven any horse or animal, or drive or cause to be driven any automobile or other vehicle upon any street or sidewalk when the same is barricaded and under the process of construction or, in any other manner, cause any damage to the street or sidewalks.
