Except on authority from the City Council, the City Manager shall not spend for street purposes, in any one year, an amount exceeding that which has been appropriated for street work out of the public funds; nor shall he or she spend any of the public funds for work on streets which work has by proper resolution been disapproved by the Board. He or she shall cause to be spent on the streets, as soon as practical, the necessary public funds for work expressly ordered by proper resolution of the Board.
