It shall be unlawful for any person to drive any vehicle over any of the streets or sidewalks while the streets or sidewalks are being macadamized or paved, and before the same shall have been rolled or completed. There shall be placed upon the streets, by the persons doing the work, a notice of warning at each corner in front and rear of the place the work is being done, or by guarding that part of the street with plank, rope, lanterns or otherwise.
