§ 52.04  PERIODIC CHARGES FOR WATER SERVICE.
   (A)   (1)   Water furnished to each premises shall be measured by a water meter installed and controlled by the village.
      (2)   The village, through its authorized representative, shall have access to the meter and all other water and plumbing fixtures at reasonable times for the purposes of reading, repairing, or inspecting the same.
   (B)   (1)   The water system of the village shall, as far as possible, be operated and maintained on a public utility basis as authorized by law.
      (2)   Each premises within the village connected to and using facilities of the system shall pay user rates and charges as fixed and established from time to time by resolution of the Village Council.
      (3)   The village shall annually review the user rates and charges as required by Public Act 94 of 1933, being M.C.L.A. §§ 141.101 to 141.138, as amended.
