Copies of all rules, regulations, permits, and applications for permits promulgated pursuant to authority granted in this code shall be kept in the office of the Village Clerk for public inspection and distribution. The Clerk shall establish a system of assigning unique numbers or names to the rules, regulations, or other materials and shall maintain a list of all rules, regulations, and other materials.
