The Grand Traverse County Drain Commissioner is authorized as the primary enforcement agent for the village for carrying out this chapter, and may designate such agents, as the Drain Commissioner deems necessary to carry out the purposes of this chapter. In addition, the village is also authorized to act as enforcement agent, and retains the discretion to enforce this chapter by the village’s Ordinance Enforcement Officer if, in the village’s discretion, exigent or other appropriate circumstances require the village to enforce this chapter.
