(A) Generally. Unless waived or suspended by Council for hardship to subdivider or other reason, all plats will conform to the following requirements.
(B) Specifically.
(1) Continuation of streets.
(a) 1. New subdivisions shall make provision for continuation of principal existing streets in adjoining or adjacent subdivisions; and
2. The streets shall be of the width as great, or greater, as that of the streets so continued or projected.
(b) The center lines of the streets shall continue with the center lines of existing streets.
(c) In general, the streets shall extend to the boundary of the subdivision to:
1. Provide proper access to adjoining property; and
2. Provide for proper connection with the highway system for contiguous and adjacent land.
(2) Adaptation to contour. The above may be modified if necessary to conform with contour of the land and with appropriate regard for water courses and other topographical features.
(3) Street widths.
(a) Widths of local streets shall, in general, be not less than 66 feet.
(b) A half-street or half-alley may be dedicated along the boundary of a subdivision provided that a remaining ½ is made available by adjoining property owner.
(c) Whenever there exists a dedicated and recorded ½ street or ½ alley on an adjoining plat, the other ½ must be dedicated on the proposed plat to make the street or alley complete.
(4) Alleys.
(a) 1. In general, alleys shall be at least 33 feet in width; and
2. If alleys are not required by Village Council, then easements not less than 7 ½ feet in width so as to provide a total width of 15 feet shall be provided on the rear of all lots.
(b) The 15-foot total shall not be required in the plat if land owner adjoining the plat shall make available remaining 7 ½ feet for utility easement purposes.
(5) Dead-end streets. Where dead-end streets are approved by reason of topography or other reason, the center line diameter of the turning area at the end of the street shall not be less than 100 feet.
(6) Street and alley intersection. Intersections of streets shall be at an angle of 90 degrees or as close to the angle as practical, but never less than 300 degrees.
(7) Grades of streets. Recommended maximum is 5%; approvable maximum 8%; all the foregoing unless topographical conditions justify excess.
(8) Curve radii of streets.
(a) Center line radii, in general, shall be not less than 500 feet but may be reduced to 200 feet if topographical conditions necessitate.
(b) Reverse or compound curves of any street shall be separated by a tangent of not less than 50 feet.
(9) Blocks.
(a) Streets shall be platted a sufficient distance apart to allow for a block width containing 2 tiers of lots with an alley or easement between.
(b) Blocks longer than 600 feet between street lines shall provide for public walkways and utility easements at the approximate center of the block or the other points as Village Council may require.
(10) Lots.
(a) All lots shall face upon a public street and side lot lines shall be approximately perpendicular to street.
(b) Lots must not be cut by a village boundary line.
(c) All residential lots shall have street frontage of not less than 50 feet.
(d) All business lots shall have street frontage of not less than 25 feet.
(e) Lots shall have a depth of not less than 125 feet.
(f) Modification may be made in reference to the front lot line of lots on a dead-end street loop.
(11) Improvements required in plat. The following minimum standards of improvements will be required as a condition precedent to the approval of the plat by the Village Council.
(a) All clearing and grubbing of streets and alleys shall be completed.
(b) Grading of streets and alleys shall be completed, including satisfactory protection of slopes from erosion.
(c) Installation of necessary drainage structure shall be completed, but installation of a complete storm sewer system will not be required.
(d) All streets shall be surfaced to a width of not less than 22 feet with material not inferior to a 6-inch compacted gravel surface consisting of crushed gravel, clay, and calcium chloride in proper amounts to ensure stability.
(e) Installation of sanitary sewers shall be completed if a useable trunk sewer is located within 500 feet of any boundary of the subdivision.
(f) If trunk sewers are not available, any required facilities for the disposal of sewage as approved in the preliminary plan shall be installed.
(g) Installation of water mains shall be completed.
(h) Subdivider shall dedicate to the village an amount of land agreed upon with the Council for tot-lot play areas.
(12) Acceptance of plat before completion of improvements. In the event improvements required herein have not been completed at the time the final map is presented to Council for acceptance, Council shall have the option of accepting the plat if subdivider guarantees same in manner satisfactory to Council.
