A suspension of any of the foregoing requirements may be granted by the Village Council, unless same would be contradictory of State of Michigan platting requirements, in a particular case, provided that the application for the suspension shows that:
(A) There are special circumstances or conditions affecting the property in question;
(B) The suspension is necessary for the preservation and enjoyment of a substantial property right of the applicant; and
(C) The suspension, if granted, will not be materially detrimental to the public welfare or injurious to other property in the area.
