If, after reasonable notice and opportunity to correct, a grantee or any person acting under a grantee fails to commence, pursue or complete any work required by law or this chapter to be done in any road, street, alley, public right-of-way, easement or public place, the appropriate governmental entity may cause such work to be done, and the grantee shall pay to the governmental entity the cost thereof within 30 days of receipt of an itemized statement of such cost.
