(A) During the term of a franchise, the grantee shall pay quarterly to the village or its delegates a franchise fee in an amount equal to 5% of its quarterly gross revenues.
(B) The village shall submit 30% or 1.5 of the 5% franchise fee payment received from the grantee to the Cable Council for ongoing franchise administration and PEG access operating support based upon approved budgets provided by the Cable Council.
