The village, upon approval of the Cable Council, may grant a nonexclusive franchise for the occupation and use of streets, roads, and rights-of-way in the village for the construction, operation and maintenance of a cable system. Nothing in this chapter or in any franchise shall affect the right of the village to grant other nonexclusive franchises for cable television purposes or for telecommunications purposes. When considering the grant of additional franchises, the village shall, to the maximum extent permitted by applicable law, ensure that the overall franchise terms are not materially more favorable nor less burdensome than those of an existing franchise cable operator in the village.
