Surface waters, groundwater, soils, vegetation, and atmosphere inside the village are susceptible to damage from the handling, storage, use, processing, and disposal of hazardous material and the expense incurred by the taxpayer as a result of the village or its designee having to respond in an emergency to protect life, property, and the environment when there has been a release of hazardous materials should be recovered from the person responsible for the emergency.
