(A) The Village shall maintain complete books and records relating to the operations of the sewage works and its financial affairs and will cause the books and records to be audited annually at the end of each fiscal year and an audit report to be prepared.
(B) A copy of each audit report will be made available upon written request to holders of outstanding debt incurred to finance part or all of the cost of the sewage works and to the U.S. EPA.
