(A) (1) It shall be the duty of the Village Treasurer to collect all connection and periodic service charges for water service, sewer service, and miscellaneous customer fees and to keep the books of account thereof.
(2) Payment shall be made in a location designated by the Village Council.
(3) The Village Treasurer shall bill each customer in arrears for periodic charges for sewer services on or before the twentieth day of each month and payment shall be due on or before the twentieth day of the next succeeding month.
(4) The Village Treasurer shall bill each customer in arrears for periodic water services on a quarterly basis in March, June, September, and December based on the metered water usage, and payment shall be due within 30 days after the date of the bill.
(5) The Village Treasurer shall render a bill for miscellaneous customer fees as the village incurs the costs which comprise the miscellaneous customer fees, and issue additional bills as the village continues to incur costs comprising miscellaneous customer fees.
(6) Miscellaneous customer fees shall be paid within 15 days after the date of the bill.
(7) Billings for different services may be combined on 1 bill if the time of billing coincides.
(B) (1) A true copy or a summary of this section shall be published in Traverse City Record Eagle, a newspaper circulated in the village, within 15 days after the adoption of this section by the Village Council.
(2) Upon the publication, the Clerk shall immediately enter the time and place of the publication in the record of ordinances.
(C) This section shall be in full force and effect as of 3-1-2001.
