§ 10.14  CONSTRUCTION.
   (A)   The singular masculine pronoun shall include the feminine, neuter, and plural, and vice versa.
   (B)   All provisions and sections of this code shall be liberally construed in order to protect and preserve the peace, health, safety, and welfare of the inhabitants of the village.
