§ 3-108 PUBLIC INTOXICATION.
   It is unlawful for any person to be under the influence of beer, intoxicating liquor, narcotics or other drug to the degree that he or she may endanger himself or other persons or property or annoy persons in his or her vicinity whenever he may be within the city.
