§ 3-104 CONSUMPTION ON PUBLIC PROPERTY; EXCEPTION.
   (A)   Except as otherwise provided herein, no person shall drink or consume alcoholic liquor or cereal malt beverage on city-owned public property, nor any public streets, alleys, roads, or highways or inside vehicles while on the public streets, alleys, roads or highways.
   (B)   Alcoholic liquor and cereal malt beverage may be consumed on city-owned public property, public streets, alleys, roads, sidewalks, or highways when approved by the governing body and all licenses and permits required by law have been issued. No alcoholic liquor or cereal malt beverage may be consumed inside vehicles while on public streets, alleys, roads or highways at any time.
