(a) Any person who traps a cat within the city limits will be required to take the trapped cat to the city pound and pay a $200 trapping fee upon presenting the cat to the city pound.
(b) If a trapped cat is promptly returned to its owner, the trapper is not required to submit the cat to the city pound.
(c) Unless excused by this section, failure to take a trapped cat to the city pound shall be a violation subject to the general penalty in this code.
(d) If an impounded cat is eventually claimed by its owner, the owner shall pay an impoundment fee of $25, plus the actual cost of feeding and maintaining the animal while impounded. Before the owner takes possession of the cat, the animal must be registered and tagged pursuant to this code.
(e) If no owner is found after three days, the impounded cat may be spayed or neutered and released back into its general area of habitation as determined by the city pound or Kingman County Humane Society.
(f) The provisions of this section shall not apply to trap and release spay and neuter programs conducted by the Kingman County Humane Society.
(g) The provisions of this section shall not apply to a humane trapping program for injured animals conducted by the Kingman County Humane Society.
