(a) Motor vehicles, including any vehicle licensed to operate on public streets, roads, and highways, as well as motorbikes, go-karts, snowmobiles, and other motorized off-road vehicles shall not be operated on West First Avenue in the west end of the fairgrounds where signs are posted.
(b) Except as provided in division (c) below, it shall be unlawful for any person to park or stand any motor vehicle on West First Avenue in the west end of the fairgrounds where signs are posted, or in any area not designated for such purpose.
(c) Division (b) above shall not apply to:
(1) Authorized city employees or agents while engaged in the maintenance and care of the property; or
(2) An authorized emergency vehicle responding to a call; or
(3) A police patrol.
