In the exercise of its home rule powers, pursuant to Art. 12, § 5, of the State Constitution and K.S.A. 12-101, the governing body is hereby authorized to levy taxes, on an annual basis, to provide funds for allocation to the Capital Improvement Fund. Such taxes, if levied, shall be levied as part of the city’s annual budget.
