§ 1-804 PLAN OF OPERATION.
   The City Manager shall submit to the governing body a plan for the implementation of this article. Such plan shall provide for the annual, revised and adopted Capital Improvement Plan of the city, identifying those improvements to be financed from the Fund during the following year. The City Manager shall annually submit, at the same time and as part of the annual operating budget, proposed tax levies, revenue allocations and budget transfers as may be necessary to Fund such portion of the improvements scheduled for completion for the next fiscal year, to be paid from such Fund, and to set aside monies to be annually reserved for future improvements, all as provided in the Capital Improvement Plan, as amended from time to time.
