For contributors who contribute wastewater, the strength of which is greater than a normal wastewater as defined in § 15-401, a surcharge in addition to the normal user charge will be collected. The surcharge for operation and maintenance including replacement and debt service is:
(a) $0.137 per pound BOD: 79.1% to operation, maintenance and replacement fund and 20.9% to sewer bond fund.
(b) $0.474 per pound SS: 79.1% to operation, maintenance and replacement fund and 20.9% to sewer bond fund.
