Before commencing construction of a private sewage disposal system, the owner shall first obtain a written permit signed by the Utility Superintendent. The application shall be accompanied by any plans, specifications or other information deemed necessary by the Utility Superintendent. A permit and inspection fee, as approved by the governing body and listed in the latest City of Kingman Schedule of Fees, shall be paid to the city at the time the application is filed.
